What is unaccompanied baggage?

Unaccompanied baggage is any of your personal belongings that travel separately from you, on a different flight or by sea, rather than in the hold of your own plane. It is still treated as your personal baggage, which matters for customs: most countries give some form of relief on used personal effects, provided you can show the goods belong to you and match your travel.

For students, unaccompanied baggage usually means:

  • Clothes for every season, shoes and coats.
  • Bedding, towels and kitchen basics.
  • Textbooks, notes and study equipment.
  • Personal items such as photos, sports kit or an instrument.

Unaccompanied baggage vs excess baggage

The two terms are often confused. Excess baggage is anything over your airline allowance. You can either pay the airline to carry it on your flight, or send it separately as unaccompanied baggage.

Airline excess baggage Unaccompanied baggage
How it travels On your flight, in the hold Separately, by sea or air freight

Weight limits Strict per bag limits, usually 23kg or 32kg Priced by volume, up to around 30kg per box
Arrival With you 3 to 10 days by air, 2 to 12 weeks by sea

How unaccompanied baggage works, step by step

Sealed and labelled cardboard boxes ready for collection as unaccompanied baggage

  1. Make an inventory. List what you plan to send, or book a free video survey through the Anglo Pacific app.
  2. Get a quote. You receive a fixed door to door price, usually the same working day.
  3. Choose sea or air. Sea is cheaper; air is faster.
  4. Pack. Use double walled boxes, supplied with packing materials, and keep each box to around 30kg.
  5. Complete the paperwork. Your shipping provider prepares the customs documents with you.
  6. Collection. Your boxes are collected from any UK address, including halls and student flats.
  7. Export and transit. Your goods travel by Groupage sea freight or by air.
  8. Customs clearance. Your shipment is cleared at destination, often once you have arrived in the country.
  9. Delivery. Your boxes are delivered to your halls, flat or chosen address.

Documents you will usually need

Requirements vary by country, but most student shipments need the following:

Document Why it is needed
Passport copy Proves the goods belong to you
Visa or study permit Shows your right to live and study at the destination, and may qualify you for relief
University offer or enrolment letter Evidence of your period of study
Packing list or inventory Lists the contents and value of each box for customs
Flight ticket or arrival date Some countries link clearance to your own arrival
Customs declaration form The specific form for your destination, prepared with your shipper

Timings: when to book and when your goods arrive

Destination Sea freight transit Air freight transit Book sea freight
Europe 2 to 4 weeks 3 to 5 days 2 to 4 weeks ahead
Asia and the Middle East 4 to 8 weeks 5 to 10 days 4 to 8 weeks ahead
USA and Canada 5 to 9 weeks 5 to 10 days 4 to 8 weeks ahead
Australia and New Zealand 8 to 12 weeks 7 to 10 days 8 to 12 weeks ahead

All transit times are approximate and measured from collection. Air freight can usually be booked 2 to 3 weeks before you fly. Some countries only clear unaccompanied baggage within a set window around your own arrival, so match your shipping date to your flight.

Destination rules for outbound students

Used personal belongings are often allowed in without duty, but each country has its own forms and restrictions.

Destination What to know Official source
Australia Complete an Unaccompanied Personal Effects Statement. Biosecurity is strict, so no food, seeds or soil, and clean all boots and sports kit. Australian Border Force and the Department of Agriculture, Fisheries and Forestry
New Zealand An unaccompanied baggage declaration is required. Clean used footwear and outdoor gear. New Zealand Customs Service and the Ministry for Primary Industries
Canada List goods to follow on your arrival declaration so they can be cleared later. Canada Border Services Agency
USA Unaccompanied personal effects are declared on a customs form when they arrive. U.S. Customs and Border Protection
India Under the Baggage Rules, unaccompanied baggage generally needs to arrive within a set window, up to two months before or one month after you. Central Board of Indirect Taxes and Customs
Pakistan Personal baggage arriving separately is cleared against your passport and travel details; allowances depend on your status and length of stay. Pakistan Customs (Federal Board of Revenue)

Inbound: sending unaccompanied baggage to the UK

If you are coming to the UK to study, the service runs in reverse through partner agents overseas. Your belongings are collected from home and delivered to your UK halls or flat.

According to GOV.UK, students can claim relief from import duty and VAT on used personal belongings without completing a ToR1 form, as long as you provide evidence of your period of study. Relief covers clothing, study items and household effects, and excludes alcohol and tobacco. Confirm your eligibility when you request a quote.
